The powers of the Dark Scout are similar to those of the Negaverse
generals in the first season of Sailor Moon. She can manipulate
and use dark energy to accomplish her tasks. She can also float
(like Zoicite does) and create dark portals through which she
can enter and exit the Negaverse.
Kami became the Dark Scout as part of her senshi inheritance. Queen Serenity had sealed a portion of Chaos into the Sun and the Sun had given Kami its powers. As a result, Chaos was also given to her. Prince Rutile of the Negaverse learned of this and decided to use the Chaos within Kami for his own purposes. He transformed her into the Dark Scout, locking her between good and evil.
The Dark Scout made a reappearance in the later Solar Shadow
series, but if I write anything about that it would be a major
spoiler, so you'll have to read the series to find out!
